when I go to PkgDb at "https://admin.fedoraproject.org/pkgdb/acls/name/rubygem-railties?_csrf_token=XYZ" I see:
Collection: Fedora devel Owner: orphan Status: Deprecated
And the whole box is grey. Am I missing something?

You need to file a SCM admin request for this https://fedoraproject.org/wiki/Package_SCM_admin_requests
(un)blocking is only about whether packages will be in the Rawhide repository.
