It looks like that build barely missed the beta freeze cutoff. The -46 build adds a needed Obsoletes: pki-selinux that was missed in -45. No including this build breaks dependencies when upgrading pki-core, which breaks dependencies in FreeIPA, not allowing users to upgrade. freeipa requires version 46.
What's the status of the bodhi update?
The bodhi update is stable.

Then it should be in the frozen package set for beta and in the branched tree - am I missing something?
I think we may have hit a race-condition or something between freezing the tree and marking the Bodhi update stable.
The mirrors[1] have only version pki-core-10.0.0-0.46.b1.fc18 (such as pki-base-10.0.0-0.46.b1.fc18.noarch.rpm)

Sorry, I got confused. When we filed this ticket, -46 hadn't shown up in the mirrors for several days. When I went back and glanced, I confused the versions. Looks like this resolved itself at some point.
Resolving, then. Note that for future reference, we usually handle freeze breaks via the blocker/NTH bug process, not rel-eng tickets.
