Since dist-f16-updates already exists, I think dist-rawhide should inherit from it. I know it's empty (and locked) these days... but changing the inheritance wouldn't do any damage and you'd have to change it after f16 release (or f17 split, whichever comes sooner) anyway.
Current state:
$ koji list-tag-inheritance dist-rawhide dist-rawhide (17) └─dist-f16 (169) └─dist-f15-updates (153) └─dist-f15 (152) ...
when it next gets changed it will point to dist-f17 the f17 tags are created at mass branch time at which point rawhide will be what is to become fedora-17 we wont actually have anything in dist-f16-updates until we have declared Fedora 16 as ready for GA which is 2-3 months after dist-rawhide is repointed. It just doesnt make any sense to change it
