#4233 Ratify Fedora 15 Schedule

Starting the Fedora 15 schedule discussion.

This schedule follows the same methodology we used for Fedora 14 and 13. It worked very well in Fedora 14 and I recommend that we continue with it unless there are good reasons to make changes.

Good discussion at today's releng meeting

To summarize, it was thought best to add two weeks to the schedule for the following reasons:
* Move feature freeze to after FUDCon so work at FUDCon could go towards finishing features
* The original date would have been two days after the next Ubuntu release which would have been hard on the mirrors
* Gnome 3 release date is April 6, 2011.

I've added two weeks to development which pushes feature freeze and the GA date out. The new GA date is 2011-05-10.

And added an additional note to https://fedoraproject.org/wiki/Releases/15/Schedule explaining why we aren't targetting 2011-04-26

I think this is very reasonable decision, and I'm happy with it.
