Not sure what the sensible fix is, but it looks like the maintainer did try to push it into stable...
I just fixed the tag by hand. Looking into the logs to see what happened here.
Ok, so it looks like bodhi crashed (or apache restarted) right when a push started, and then the push was improperly "resumed" after, which caused it to skip the tagging.
I'm going to add some failsafes to bodhi's masher to detect this behavior and mitigate the tagging problems.
