Please tag openssl-1.0.0-0.9.beta3 for f12-final

The changes are only two minor but important bug fixes:
- a correction of memory leak in error paths in ssl session persistance function
- fix for DTLS1 regression from upgrade to openssl-1.0.0 branch (bug 527015)

I've tested the package with a basic tests - running the openssl tool, trying ssh/ssl connections with the new library and it seems to work fine.
