what changed: fix for rhbz #526653

reason: critical but easy to fix bug

impact: oggenc --resample crashes on invalid free()

1) patch has been already used in Gentoo Linux, not causing any problems[[BR]]
2) tested by me using valgrind - no memory errors, no memory leaks with the patch applied[[BR]]
3) tested by reporter of the bug and considered working:[[BR]]
