#1786 nss-3.12.3-4.fc11 in order to avoid conflicts

I propose to update nss for F-11 final
from current
nss-3.12.3-3.fc11
to new
nss-3.12.3-4.fc11

There is only one single change, at the nss.spec level:
Added
Conflicts: nss < 3.12.2.99.3-5
statement to the new
nss-softokn-freebl
subpackage.

This fixes environments where a user has installed from a F-11 preview release and updates to F-11 final. The fix is only needed when a user attempts to do selective installs/updates that will trigger update of glibc, but skip updates of nss. In such attempts rpm/yum will not know that nss updating is necessary and report a conflict. The fix will be to manually add nss.rpm to the selective update, and all should be fine.

I can't imagine other scenarios where this fix be necessary.

The fix is not necessary for any update scenarios where the update process will pull in the current F-11 nss main package anyway (nss.rpm)
