This build fixes pa_IN (Punjabi as written in India, with the Gurmukhi script) characters to show up (confirmed fixed by A S Alam).

(The regression was triggered by a change in fontconfig between F11 Alpha and F11 Beta which broke Qt's hardcoded language lookup, see the bug report for details.)

Without this fix, users of pa_IN will end up with black squares instead of letters and thus a completely unusable desktop and/or completely unusable apps, so I think it's important to get this fix into F11.

It is only a 2-line change:
