#1723 Final freeze exception for fcoe-utils

Hi, I'd like to have exception for fcoe-utils-1.0.7-4.fc11. It adds libhbalinux (necessary library for fcoe) to dependency list. If this change wasn't included, user wanted to use fcoe-utils and libhbalinux wasn't installed manually before, fcoe-utils wouldn't work at all. This fix is important for common users, because they have no idea manual installation of libhbalinux is required in current version. Testing of this change isn't really necessary.

Yes, it is a normal library, but it isn't directly used by fcoe-utils. It is rather opened by calling dlopen from libhbaapi. Since it isn't called directly anywhere, automatic system didn't find out the dependency.
