Tag bind-9.6.1-0.2.b1.fc11 to F11 final, please.

This version contains two important patches which are needed to get "libdnsldap" plugin working (FreeIPA project needs it).

There are also two minor changes:
- useradd now takes "-N" instead of "-n"
- nicer error message is printed when configuration file is actually a directory.

All changes are absolutely non-invasive and they can't break anything.
