I have two packages, fedora-package-config-{apt,smart}, that can
always only be changed between preview and final (e.g. like the
fedora-release package), as they need to be redirected to point to the
release/updates/updates-testing location instead of rawhide. If I do the
switch too early, the preview release has bad config for apt/smart,
if too late the release itself will be pointing to rawhide when using
apt/smart.

a) There is no NEVRA yet for these package to vote for, as they still need to be built after the last rawhide pointing preview.

b) The changes will be pointing to releases/11, updates/11 and updates/testing/11 instead of rawhide.

c) Rationale: see above. It is important to have these packages point to rawhide as long as fedora-release does and switch to the GA locations with the GA

d) Impact of not accepting: Users of apt/smart would be upgrading to rawhide bits instead of F11.

e) Testing: The packages already exist in GA form for several different Fedora releases.

Please grant this and allow for a build after the preview release, but before the final compose. Thank you!
