#1433 Allow new deltarpm into Beta freeze

I am requesting that deltarpm-3.4-15 be tagged into F11 Beta, as it is able to actually support rpms with sha256 file digests (like all of the ones in Rawhide).

Deltarpm-3.4-13 (the version currently in Rawhide) is unable to create or apply deltarpms from the rpms in Rawhide.

If this change is not accepted, then users won't be able to use yum-presto until after the Beta freeze is over. On the other hand, deltarpm hasn't been working with the presto Rawhide test repository since rpm changed to sha256 file digests and nobody bothered complaining about it, so who knows if anyone will even notice until F11 actually comes out. Sometimes I think I'm the only person attempting to use yum-presto in Rawhide.

I have tested 3.4-15 with the presto Rawhide test repository, and it worked perfectly.

+1 here. I don't see how this could negatively effect Beta.

At the moment, I think we're trying to do RC images for the Beta from last night's package set; if we're going to need to respin on top of that, I can see including this, but I don't think we want to do a respin of the package set just for this.

RC images turned into gold images, so we won't be taking any new builds.
