Maintainer is not responsive at the time and provenpackager commits are disabled for the package. Patch available.

I was told that opening a package ACLs "behind maintainer's back" w/o a fix available was not the preferred way to solve this. Anyways, the mass acl open is approaching soon-ish.

But not soon enough for the F11 beta. In any case, I've initiated the non-responsive maintainer procedure, and we should be at step 4, multiple attempts have been made to contact and the packager is listed as inactive in FAS:
This appears to have been done see #1424, so marking this as a duplicate for now.
The fesco ticket can remain open as that is about opening up the ACLs, not strictly about tagging.
