#13009 Retired package rust-rstest0.23 not blocked in F43, Rawhide

I retired rust-rstest0.23 a month ago using fedpkg retire. Even though I retired it for both Rawhide and F43, it is not blocked in either branch, and the package is still installable.

Packagers may unknowingly add dependencies on an already-retired compat package. A retired package may appear in Fedora 43 repositories.
