I checked with Carl W George and he said "it does look like we have drpms disabled in all versions, so i don't know why those still exist. Can you file a releng issue about this? i'll keep looking into it but will need advice from some of the other admins."

I was slightly mistaken in my initial look at this over chat with @tcameron when I said that drpms was disabled for all versions. It is disabled for EPEL 10.0/10.1 and EPEL 9, but it is still enabled for EPEL 8. EPEL 10.0/10.1 and 9 were disabled last month in fedora-infra/ansible#2391. Strangely, EPEL 8 doesn't appear to have any drpm files, but EPEL 9, EPEL 10.0, and EPEL 10.1 still have drpm files from last month.
I think the path forward will be to disable drpms for EPEL 8, and delete the leftover drpm files from the other repos, but would love a second opinion from other releng folks.
This makes sense to me.
