Describe the issue
Because the EPEL minor branching process was built by reflecting how the Fedora branching process is being done, currently it depends on scripts that need to be directly run on pkgs02 server. This needs to be done by someone that has the proper permissions to do so.
This proposal is to move those processes to manual playbooks. This would enable to use rbac to grant permissions to run these processes.

The plan would be to get this done before 2025/08/01

If we cannot complete your request, what is the impact?
The EPEL minor branching process workload wouldn't be able to get redistributed from people with permissions to run scripts on the pkgs02 server.
