python-httptools is a stalled EPEL package.
Per the EPEL stalled package policy - https://docs.fedoraproject.org/en-US/epel/epel-policy/#stalled_epel_requests - I have contacted the maintainer, twice, and waited the appropriate amount of time.

The stalled policy was not followed correctly here. It requires at least three weeks, with at least one week after the initial request, and at least two weeks after the second request. In this case the second request was made only three days after the first, and the whole process has occurred in less than three weeks.
Please do not shortcut this policy in the future. The three week period was set by the EPEL Steering Committee after we received complaints from maintainers about the original two week period being too short.
