These need to be purged ASAP and submitted to Cisco instead.

openh264 should be specially handled by a koji hub policy to prevent this from happening, the consequences of a mixup are too great to leave this to individuals to get right.

Yep. We plan to add a koji policy to prevent this (although we need to be careful to allow sidetags) and also a pungi exclude to make sure if they are even in the right tag they never get composed.
