The package has been retired for more than eight weeks and in order to unretire it a re-review is needed on Bugzilla.

No 3rd point in the first one, so it's easier.

I have a new spec but only two lines changed there.

You need it to be re-reviewed actually or just see if it still builds?

The package was orphaned in this commit [1]. Looking at the dist-git repository [2] it actually seems that it has a main admin, @wojnilowicz, otherwise it would say the main admin is "Orphan".

The Package Orphaning Process SOP you linked says:
If nobody takes over the orphan package in six weeks, it is automatically retired by Release Engineering. which is probably what happened as the commit says "Orphaned for 6+ weeks".

You need it to be re-reviewed actually or just see if it still builds?

It needs to be re-reviewed by a reviewer that rubber stamps it.

Yes. I'm still interested, and accept your help, but somebody got interested already at https://bugzilla.redhat.com/show_bug.cgi?id=2351398 so let's see how it'll end.
