Per the EPEL stalled package policy - https://docs.fedoraproject.org/en-US/epel/epel-policy/#stalled_epel_requests - I have contacted the maintainer, twice, and waited the appropriate amount of time.

Ugh, @rdieter has been away for some time, @tdawson handles EPEL for KDE SIG packages (like this one).

I'm reassigning the ticket to Troy and poking him to respond.

That's strange. I didn't get an email for the bug despite being on the @kde-sig.
Anyway, yes, I've taken this and will build the package.
