The package is a dependency of my work to update php-guzzlehttp-guzzle to v7.x. Which is required to keep php-aws-sdk3 alive and up-to-date.

I think something went wrong during the un-retirement.
I get the error message BuildError: package php-psr-http-client is blocked for tag f41-updates-candidate in the build for rawhide: https://koji.fedoraproject.org/koji/taskinfo?taskID=117711581
I does affect the branches f39 (https://koji.fedoraproject.org/koji/taskinfo?taskID=117711599) and f40 (https://koji.fedoraproject.org/koji/taskinfo?taskID=117711607) too.

Umm I'm not sure what happened here, it's seems to be blocked in koji again; I can unblock it, I assumed it was for rawhide only tho, since, it wasn't mentioned do you want the unretirement for 39 and 40 as well?

Yes please, I was under the impression un-retirement counts "automatically" for all current branches, sorry that I didn't mentioned it. I want to bring the package back in all stable branches too.

No worries, I have unblocked them from Koji and adjusted eols in PDC for all three branches, this should unblock you!
