On the EPEL Quickstart page, the URL to epel-release-latest-7 gives a 403 Forbidden: https://dl.fedoraproject.org/pub/epel/epel-release-latest-7.noarch.rpm while the 8 and 9 releases have functioning URLs.

If we cannot complete your request, what is the impact? I'll have to figure out how to migrate my production ansible scripts to RHEL8 or RHEL9 in a hurry : (
This looks similar to https://pagure.io/fedora-infrastructure/issue/11564 which is about permission allowed and denied at different times. This looks to be an infrastructure problem versus a release one as the permissions on the file are -rw-r--r--
