A new tag needs to be created, f11-beta. This tag will be used to hold the builds for 11 Beta. The rawhide compose of 3/10 should be done from the f11-beta collection, which is updated just prior to rawhide compose starts. dist-rawhide needs to be changed to reflect the new source.
f11-beta created. dist-rawhide inherits from it.
