This will take a while so it should be started before the freeze, at least with caching signatures. The actual writeout can happen just before or at freeze point, and then all additional tagging would have to have a signing and writing done as well.
When signing, the new key has to be added to mash before the compose.
Signing has started, the new mash is building, rawhide will be delayed until the new mash is in a static repo.
