For F39 and later, we're planning to change the way we build Flatpaks to use a single target/tag in Koji to rebuild RPMs with prefix=/app rather than using a module per application.

From the releng side, this will require the manual creation of several new tags/targets for F39 and updating the scripts that manage tags/targets to handle these tags/targets for future releases. I will update this with specifics when the exact scheme is settled.
