#11248 Untag grub2-2.06-77.fc38 from Rawhide

grub2-2.06-77.fc38 is broken; it can't install a bootloader (or probably do other basic operations) because grub2-probe crashes. This breaks system install. See https://bugzilla.redhat.com/show_bug.cgi?id=2165136

Fresh installs of Rawhide, and bootloader operations on existing installs, will be broken. openQA tests will fail on all Rawhide updates. @rharwood is working on fixing this, but he endorses untagging the broken build for now in case the fix takes a bit of time.
