#11230 Untag pyOpenSSL-23.0.0-1.fc38 from Rawhide

pyOpenSSL-23.0.0-1.fc38 requires "(python3.11dist(cryptography) < 40~~ with python3.11dist(cryptography) >= 38)", but there is nothing in Fedora that provides this. The current Rawhide build of python-cryptography is python-cryptography-37.0.2-5.fc38 . pyOpenSSL is on the Workstation live image, so if we have a non-installable build of it in Rawhide, composes will likely fail.

There's a python-cryptography-39.0.2-1.fc39 in koji now, so I guess that should be fine.
