I retired bristol, though apparently incompletely, due to FTBFS. I received a PR fixing this but it won't merge. Is there an unretirement step needed before this will work?

Yeah if you retired it will have an updated PDC entry for that branch in this case rawhide. EOL is now updated and PR should be mergeable.
