Please sign etc and send the following three builds to Cisco for hosting:
openh264-2.3.1-1.fc36 openh264-2.3.1-1.fc37 openh264-2.3.1-1.fc38
These correctly bump the soname that was forgotten in the 2.3.0 release and led to some fallout in the ffmpeg package. Beyond that there shouldn't be any changes.
Can you give a heads up when everything is ready and it's time to update the repo metadata and mirrormanager? We are going to have to coordinate the update with ffmpeg and it would be good to have both go out at the same time. CC @ngompa for the ffmpeg updates.

I have trouble getting compose done for rawhide. ODCS just leaves it in waiting state. https://odcs.fedoraproject.org/api/1/composes/26684

The builds were sent to cisco today. Once we get confirmation they landed on CDN I will update the ticket.

As a side note, I'm gone for two weeks starting from Monday, so it would be good if @ngompa can coordinate updating ffmpeg once the openh264 update is ready to go. I can go and file a freeze exception for F37 already now to get the paperwork done ahead of time.

I can't regenerate the headers for ffmpeg without it.
