The proposal involves changing some cryptographic defaults, but then reverting that back for the released Fedora 38. The change will reach users in Fedora 39, the proposed manoeuvre is there to highlight problems earlier. Some rebuild won't hurt to make sure tests still pass under new default, but the change is runtime-only and affects no ABIs, so there should be no need to rebuild when the change is reverted back.
