Describe the issue tinyproxy is not available in EPEL8, and is an old version in EPEL7. An EPEL 8 build request[1] has gone unanswered for many months. Per EPEL policy[2], I am requesting that permissions to create and commit to a new epel8 branch be granted to FAS rgelobter.

According to EPEL docs you need to be in the packagers group to be able to help out with epel packaging.
Maybe @carlwgeorge can help you get sponsored so you can contribute to EPEL packaging.
