I don't understand how but there was a PDC entry already for the rawhide branch.
The solution was to delete the existing PDC entry with curl:
curl -X DELETE -H "Content-Type: application/json" -H "Authorization: token <mytoken>" https://pdc.fedoraproject.org/rest_api/v1/component-branches/552553/
and reopen and process the ticket again.
