Describe the issue The ELN SIG wants an additional target eln-extras and the associated Koji tags. The intention is to use eln-extras to bootstrap and provide an early preview of EPEL for future releases of RHEL. Having this available should vastly decrease the time necessary to get EPEL N+1 out the door when RHEL N+1 launches.

When do you need this? (YYYY/MM/DD) As soon as reasonable, but preferably by 2021-11-18.
When is this no longer needed or useful? (YYYY/MM/DD) N/A, we intend for this to persist indefinitely.
If we cannot complete your request, what is the impact? The eln-extras effort will be unable to proceed.
We want the eln-extras-build buildroot tag to inherit from eln-build and the eln-extras tag/target to inherit from the eln tag/target.

I deferred this change to Fedora 37, but I'd like to have these targets created ASAP so I can get the implementation finished early in the F37 timeline.
