@tpopela noticed an issue with openh264 crashing in Firefox on Fedora 35 and these rebuilds should fix this.
In addition, Fedora 36 currently doesn't have any openh264 build so we need to get the F36 build out to get the fedora-cisco-openh264 repo working there.
I also took the opportunity to update the gstreamer1-openh264 subpackage from 1.8.4 to 1.9.1 to match the gstreamer version in F35.

I'm on Fedora 35 beta and openh264 is constantly crashing. It would be great if this could be fixed before final.
