Describe the issue

I would like to propose new packaging guidelines for Python, see the Wiki for details.
As a system-wide change, this needs releng approval. However, I don't think it has impact on releng. Do you agree?

When do you need this? / When is this no longer needed or useful?

No deadline.

If we cannot complete your request, what is the impact?

There will be no new Python guidelines
