@limb something is definitely wrong somewhere. I can create F29 branches but when you do it the tool just auto-closes the ticket. You can create F28 branches just fine so... something is definitely weird.
I recall that fedscm-admin 1.0.2 added the F29 SLA info. The previous version didn't have it and would lead to results similar to what we're seeing. That's the only thing I can think of which would cause this odd behavior.
