In F42 this went through a package review.
Is something different now that the exception route is preferred? An exception would need to fit one of the scenarios listed here:
The only difference is the new name for the default Fedora 43 backgrounds i.e. f43-backgrounds. The spec file is hosted on COPR without major changes already addressed on f42-backgrounds.
I see that a review process exception ticket was filed with FPC for f40-backgrounds (which was never closed) and now f43-backgrounds. I'll bring these up at the FPC meeting tomorrow.
FPC has approved and documented fXX-backgrounds as a permanent review exception.
