The Bugzilla bug's review is approved by the person creating the bug. This is not allowed.
The package creation is for an exempt action, which is to provide a compatibility library for an existing package e.g. libffi3.1 for libffi. The owner of the bug and the approver can and should be the same person in that case?
Worked with Nathan Scott to get a review that is not from the package owner.
