Ok, I should have run 'fedrepo-req-branch -n modules f27 X11-base' instead of 'fedrepo-req-branch f27 modules /X11-base'
Unfortunately fedrepo-req-branch has a bug when I try that: Error: Dashes are not allowed in module branches
So this was a request to create a f27 branch in the X11-base repo in the modules namespace.

How about ssh://USERNAME@pkgs.fedoraproject.org/modules/X11-base and https://src.fedoraproject.org/modules/X11-base/ ? Looks to me like this exists
