Notice that whatever Fedora policy is, this is about EPEL
The current EPEL policy is "EPEL modules may not have default streams". It looks like this didn't make its way from EPSCo vote to the documentation, but that's the current state of things.
The main reason for this is to avoid cases where a RHEL minor update might add a non-modular RPM that is in an EPEL default stream and it won't be handled properly.
