tracker was renamed to tinysparql; I guess tinysparql (and localsearch) need to be added to the list of packages that go into ELN, wherever that lives.

The PR is correct for ELN but not for C10S. The new packages provide the old names though, and I built the new packages and rebuilt the remaining dependents, and we have a successful compose again.
