Looks like "kernel" rpm needs fixing.
Well, the issue is that /usr/bin/kernel-install has disappeared from systemd-udev in systemd 248, actually.

@zbyszek was that intentional? Also, freeze day doesn't seem like the ideal time to drop a new, non-final systemd release on us :(
No, obviously not intentional. I fucked this up and somehow nobody noticed for a few weeks. We are preparing -rc2 to fix this and a few minor memory access issues. I'll be tagging it and starting a build in koji as soon as the upstream CI finishes.
