Generally RelEng will take care of all release blocking artifacts, non release blocking artifacts are something that SIG's and Maintainers should take care of as RelEng might not have cycles to fix them.
So, it would be a good idea to CC them when their images fail to compose. We will keep a json list of who maintains what and if something in that list fails, we will CC them in the ticket.
Also ping based on arches as well.
We can create some sort of profiles matching with what categories are related to different people.
