I would like to link to "1.3.3.3. Choosing a Desktop Environment for your hardware" in https://docs.fedoraproject.org/en-US/Fedora/26/html/Release_Notes/sect-welcome.html but I can't.

Good news - any heading other than the page title now has an anchor link that appears when you hover over it, thanks to our new publishing system.
