It would be better if that happened internally, still paying attention to debugging flags, and with the option to warn if a run has been going for too long. I've had rsync sit around for two days without completing, and that's a good opportunity to check for something actually being broken.
The locking is now internal. There isn't yet enough status information kept to do much, though we could just use the last mirror time.
And now it warns if a run hasn;t been completed in the past day.
