#96 need ability to mark some deliverables as non fatal

We need the ability to mark some media as non fatal. Some deliverables are non blocking, 32 bit x86 is non release blocking, for nightly composes we want to ship it even if some of the release blocking options do not build. for instance right now image building is broken, but the rest of the compose is shipable.

This should be possible with [pull request #99|https://pagure.io/pungi/pull-request/99]. So far, only buildinstall, createiso and liveimages phases are handled.
