If I'm looking at it correctly, this should have started with commit a9581e2 (first released as pungi-3.00).

Essentially what is happening is that pungi checks if the debuginfo has a compatible arch with its source rpm, but does not consider noarch at all. Theoretically removing the noarch filter from the condition might fix it. I have no idea what exactly will change in the resulting compose.

I'm currently testing this in stage to see what does happen.

We can't just remove the noarch part from the compatibility check, as that would pull in unwanted packages. For example 7kaa-debuginfo-2.14.5-12.fc25.i686.rpm ends up in Everything.x86_64.
