#1130 use xorrisofs for creating ISOs in Fedora 30+

lorax switched to using xorrisofs instead of genisoimage for creating the installer ISOs (see https://github.com/weldr/lorax/commit/2a3c41e1cee8a39ba01bae6a79e964f0a30d0c6f) in Fedora 30. It would be good for consistency to use the same tool for the "full" ISOs when adding the repos to the installer ISOs.

Are there technical reasons for doing that? I'm interested as I just recently started using genisoimage for something.

Maybe we could go one more step further and somehow share the command line parameters with lorax. I think it might make sense even on the lorax side to share the options between the arches/templates (have a common set and arch/template specific ones). Again, it would increase consistency in the distro. And would avoid issues like #1126 .
