revert back to f38 release-candidate.sh
    
    For f39 we added fedora-messaging calls and rsyncing of the compose.
    Sadly, this has some problems and doesn't work at all.
    
    In the interest of time will just revert back to the f38 one and we can
    reland this for the next composes once it's fixed.
